ASN (Autonomous System Number) — an autonomous system number: with it your network announces routes over BGP in its own name. You advertise your own prefixes and decide how routes from neighbours are accepted.
LIR (Local Internet Registry) — membership status with a regional registry: a LIR receives address resources and maintains their objects in the database. There are two ways to obtain resources — become a LIR yourself, or get them through a LIR that already has an agreement with the registry.
